Des bâtiments éventrés, des dépouilles coincées dans les décombres. Deux jours après le puissant séisme qui a frappé Haïti, faisant plus de 1.300 morts, les secours s’activaient lundi à la recherche des personnes disparues ou bloquées sous les ruines, à l’approche d’une tempête qui menaçait d’aggraver encore la situation. Frédéric Thomas, Docteur en Sciences politiques et chargé d’étude au CETRI, explique comment gérer un tel drame dans un pays qui manque de tout : “Ceux qui gèrent en première ligne sont les haïtiens et les haïtiennes. C’est eux qui sont là, sur place, c’est eux qui sauvent les vies, c’est eux qui sont les plus actifs. Les interventions humanitaires internationales arrivent ensuite et en deuxième ligne et tentent de renforcer” cette telle première qui est celle des haïtiens et des haïtiennes“. C’est une course contre la montre, et M. Thomas illustre toutes les épreuves auxquelles le pays est confronté :”On est confronté aux problèmes propres à toutes les crises qui sont ceux de la coordination, de l’accès, de la localisation, et d’éviter aussi une instrumentalisation de cette aide pour essayer d’occulter la crise politique".
